The last day of the filing period for candidates in the May 13 Primary Election was January 26. All 100 delegates and 17 senators, along with the governor and members of the Board of Public Works are up for re-election. The makeup of the West Virginia Senate could change dramatically as three republican senators and four democratic senators are not running this year. Democrats William Sharpe, Shirley Love, John Blair Hunter and Billy Wayne Bailey and Republicans Andy McKenzie, Vic Sprouse and John Yoder will not seek re-election.

Governor Joe Manchin, by all accounts, is a shoe-in for re-election, although he will face current Delegate Mel Kessler, D-Raleigh, in the primary. Former Senator Russ Weeks of Raleigh County is the lone republican on the ticket. Attorney General Darrell McGraw will face the winner of the republican primary, either Hiram Lewis or former Kanawha County Delegate Dan Grear.

Four democrats will vie for the two seats on the West Virginia Supreme Court. Incumbent Spike Maynard is running for re-election to a 12-year term. Others vying for a seat on the high court include Huntington lawyer Menis Ketchum, West Virginia University law professor Bastress and former Justice Margaret Workman. Charleston lawyer Beth Walker has filed on the republican ticket. There still may be others in all the races since entries didn't have to be postmarked until midnight January 26.

RULES BILLS INTRODUCED

State law requires state agencies to file their rules with the Legislature and have them approved prior to implementation. The rules govern how agencies operate their program's policies and procedures. A number of rules affecting the construction industry were filed Friday. A complete list of these bills will be published in next week's Legislative Bulletin.
