CAWV members are continuing to register to attend the CAWV Annual Meeting, being held July 7-10 at The Greenbrier. The Program Committee is finalizing the business session, and the meeting will feature a golf tournament, trap / fishing tournament, culinary demonstration and brunch in addition to all the amenities offered at The Greenbrier. The Welcome Night Reception is a highlight of the event. The Friday evening cocktail party is sponsored by members of the CAWV Associate Division. Division Chairman Terry Lamm has invited sponsors to participate.

WEST VIRGINIA OPERATORS OF REGULATED UNDERGROUND STORAGE TANKS TO HAVE REQUIRED TRAINING BY AUGUST 2012

 

If your company has an underground storage tank (UST) or multiple USTs, the personnel responsible for operation and maintenance of the USTs and those individuals on-site who would be responsible for responding to emergencies must complete required training on or before August 8, 2012, in accordance with West Virginia Legislative Rules Title 33 CSR 30-7. The state regulations are federally mandated for states that regulate USTs. This requirement applies to those companies that may have one UST to fuel an emergency generator to large service station chains and everyone in between.

 

The regulations identify three types of individuals that require training:

 


                      Class A Operator. Responsibilities include management of the UST system in order to achieve and maintain regulatory compliance. These responsibilities are to be performed by the own/operator.

 

                      Class B Operator. Responsibilities include implementation of daily on-site operations and maintenance of the UST systems. This individual performs record keeping and reporting.

 


                      Class C Operator. These individuals control or monitor the dispensing of regulated substances and are responsible for the initial response to releases or alarms. The Class C Operator must be onsite during all hours of operation. For facilities that are not manned, the West Virginia Department of Environmental Protection (WVDEP) has provided a guidance document policy that requires at least one Class C Operator to be available to respond immediately to calls from the facility and who is able to reach the site within 60 minutes.

 

According to the WVDEP guidance document regarding this training, Class A Operator responsibilities must be performed by the own/operator and cannot be assigned to an outside party. The Class B Operator responsibilities could be assigned to an outside party, upon request and approval by the WVDEP.

 

The provisions for prohibiting contracting out these services to an outside party are not addressed in the Legislative Rules and appear to be a policy developed by the WVDEP. The guidance document identifies the contents of the training and further defines the duties of UST system operators. Training will include testing to measure all aspects of the individual’s knowledge and skills to competently operate UST systems. PROTECTING TOOLS FROM THEFT

 

Law enforcement statistics show that the average dollar value of small tools reported stolen from commercial building projects is $25,000. Thieves stand to make significant profit from stolen tools and small equipment such as power tools, burning torches, lasers, surveying equipment, etc.

 

Don’t be the next victim of tool theft.  Take measures to protect, hide, and identify your tool inventory at all times. Here are a few helpful tips to prevent tool theft.

 


                      Having the words TOOLS or TOOL TRAILER written on a van trailer is just an invitation to thieves.  Eliminate identifying where your tools are kept.

 

                      Maintain tool inventory on a construction site in mobile storage containers that can be left on vehicles or transported easily and removed from the site at the end of each shift. Don’t leave tools on site when the project is shut down for the day, overnight or on weekends, whenever possible.

 

                      Use more than a padlock to safeguard tools in a trailer or tool box.  Be inventive. Create the most difficult access to tools left on site as possible. Even though it may take more time every day to open a tool trailer or tool box, the time spent is insignificant to the loss of your tools.

 

                      If you must leave tools on site, park trailers so that access doors are completely blocked. Park trailers against one another, back to back with the access doors facing one another.

 

                      Install a barrier or fencing to make access to the job site as time consuming and as difficult as possible to foot traffic and vehicles when the site is closed for the day.  Thieves are generally opportunists. They are attracted to easy and quick access. They will think twice about trying to steal from a project that takes a lot of time and is difficult to access.

 

                      Install high volume noise alarms that activate when doors to offices and tools sheds are forced open after the job site closes for the day. Thieves don’t like drawing attention to themselves and will not stick around long if an audible alarm is sounding.

 

                      Paint your tools a high visibility color, making them difficult for thieves to pawn or sell without drawing attention to themselves.

JUNE IS NATIONAL SAFETY MONTH

 

What a better way to start off the summer construction season than declaring the entire month of June as National Safety Month.            

                                                           

Here are some suggestions to set a positive tone and reach out to your employees:

 


                     Have a time set aside next week and talk with all your employees about the contribution they make toward their futures and the company’s future.

                     Stress the good work they do. 

                     Express the genuine concern you have for each of them and their families. 

                     Take the time to shake every hand and tell them how much you appreciate them.

                     Don’t rush this time to talk with them. The time you spend sharing will be well worth it.

                     Encourage them to work safely and to come to you if they are asked to perform any task or work practice that they feel isn’t well planned or is not safe.

                     Create a “relationship” with your employees. Get to know them better.

                     Build on this time by announcing plans to buy everyone’s lunch the following week.

                     Ask them to invite their wives or significant other to the luncheon.

                     Purchase a small gift of appreciation for every employee with a safety slogan on it.

                     Ask for their opinions on how to make the job they do safer.

                     Develop a level of trust between you and your employees.

 

You might question what this time you share with your employees has to do with safety. It is a proven fact, that when employees feel appreciated and valued, they work smarter and safer. They are more likely to remain injury free and will mentor others take the time to work safely.

 

These are just a few suggestions to help make your safety program more successful.

SPECIAL LICENSE PLATES GENERATE $1.2 MILLION FOR STATE ROADS

 

In 2010 the Legislature approved the sale of special license plates. Groups such as the Friends of Coal, NASCAR and breast cancer awareness have offered plates through the Division of Motor Vehicles.
